A 34-year-old native of Gastonia, North Carolina, Millwood has split three decisions this far in 2009, picking up a win, a loss and a no-decision while giving up just 14 hits and three runs in 23 innings.
He took a tough-luck defeat in his last outing on April 18, going the distance and allowing five hits and two runs in a 2-0 loss to the Royals.
Millwood hasn't faced the Blue Jays since 2007, when he picked up a pair of no-decisions while being touched for 16 hits and eight runs in 9 2/3 innings.
Former independent league hurler Scott Richmond aims for a third straight start without a loss for the Blue Jays tonight.
A 29-year-old native of British Columbia, Richmond has a win and a no-decision in two outings so far this season, allowing nine hits and four earned runs in 10 1/3 innings.
Richmond, who has never faced the Rangers, reached the majors after a stint in the Northern League last season, going 1-3 in five starts for Toronto with a 4.00 earned run average in 27 innings.
On Wednesday, Kevin Millar doubled home the winning run in the bottom of the 11th after Toronto blew a three-run lead in the ninth, as the Blue Jays got past Texas, 8-7.
Rod Barajas slugged a pair of two-run homers and Alex Rios had four hits with two RBI for Toronto, which has wins in three of its last four. Jose Bautista also collected four hits and scored twice while Millar scored twice and banged out three hits in the win.
David Purcey limited the Rangers to three runs on seven hits and two walks over 5 1/3 frames while striking out six, but was denied his first victory of the 2009 season thanks to B.J. Ryan's antics in the ninth.
Matt Harrison was touched for five runs on nine hits and two walks over four innings in his start for Texas.
